What is MOU?

MOU (Memorandum Of Understanding) is a memorandum document that expresses the intention of cooperation between two or more individuals or legal entities. It is a voluntary agreement to abide by the conditions stated within but is not considered a legally binding contract. Thailand has signed MOUs with four countries (Myanmar, Laos, Cambodia, and Vietnam) to facilitate the recruitment and employment of international workers.

MOU Foreign Worker Introduction Process

For Myanmar workers, the processing time is 90 working days, while for Cambodian and Lao workers, it is 60 working days.

Myanmar Foreign Worker Introduction Process:

  1. Document Preparation: Prepare a complete set of documents for the employer to sign and submit to the local labor department.
  2. Demand Submission: Notify Myanmar's agency of the demand and apply for labor entry approval and workplace inspection.
  3. Worker Selection: Select suitable workers and sign employment contracts.
  4. Submit Name List: Submit the name list certified by Myanmar authorities to the local labor department and pay for work permits.
  5. Travel Permit Application: Myanmar's agency submits documents to the relevant authorities to apply for workers' travel permits.
  6. Worker Entry: Once workers arrive in Thailand, they undergo health checks and apply for work permits.
  7. Worker Delivery: Deliver the workers to the employer's workplace.

Cambodia and Laos Foreign Worker Introduction Process:

  1. Document Preparation: Prepare documents for the employer to sign and submit to the local labor department.
  2. Demand Submission: Notify Cambodian or Lao agencies of the demand and apply for labor contract approval.
  3. Worker Selection: Select suitable workers and sign employment contracts.
  4. Submit Name List: Submit the name list certified by Cambodian or Lao authorities to the local labor department and pay for work permits.
  5. Travel Permit Application: The Cambodian or Lao agency submits documents for workers' travel permits.
  6. Worker Entry: Once workers arrive in Thailand, they undergo health checks and apply for work permits.
  7. Worker Delivery: Deliver the workers to the employer's workplace.
