What is MOU?

MOU (Memorandum of Understanding) is an inter-governmental agreement between Thailand and source countries that defines a structured process for cross-border worker import — through this system, workers obtain proper documentation, gain protections under Thai labour law, and employers avoid prosecution risks.

Import Process

The MOU process, step by step

⚠️ Note: If a worker has no ID document at registration time, the name and date of birth must be reported to begin registration. However, ID documents are required for any subsequent processing steps.
